Under normal circumstances either of the two central bodies has the responsibility for adopting or approving a planned budget. The constitution specifies who has the power to adopt the budget. If the constitution is silent on the approval process then it is up to the membership to choose. Results are then left in the hands of either the executive board or the membership rank and file for accepting or rejecting the budget.
